IMF Wants Implicit Guarantees for Loans Just like Wells Fargo

The IMF wants implicit or explicit guarantees of mortgages. So, even if mortgages go private, and are not taken on by Fannie and Freddie, investors will demand a guarantee or they won't buy securitized bonds.
